It looks like a pretty good deal to me. Find out how old they are/how long they have been used, and make sure that the steerer tube is long enough because it looks a little short.

Sounds like a good deal. As for the fork, does it have a rebound knob? If so, have you tried fiddling with it? If it doesnt have a knob, or if the knob is not affecting it, then something is up with the rebound circuit. Usually when you blow the seals, the rebound gets very fast, so it probably doesnt have anything to do with the seals. Its hard to tell without acctually seeing the fork. If all else fails, your best bet would be to get it totally rebuilt with new oil in the rebound and compression circuits.
